Key Finding from Phase 3 (Book 3)

In Agent-Based Model mode with 10,000 heterogeneous citizens, CHI showed near-zero Sobol sensitivity (S₁ ≈ 0, ST ≈ 0.004). This is because individual recycle_habit variance became the binding constraint — citizens with low recycling behavior bottlenecked the entire system. THOOTB has not yet been proven to work. It cannot even guarantee it will. Book 12 is not a record of results — it is a record of the process: how a 45-page idea evolved into 12 books, how five incorrect assumptions were discovered and corrected, and how every compromise was documented so that those who come after can verify us.

Five Assumptions We Proved Wrong

Mathematics alone is sufficient. Reality: maths is the skeleton; governance is the flesh. A formula without governance will be gamed.

Any emergency state may pause functions and protect citizens. It may never grant additional authority, bypass the 3T checks, restrict exit rights, or hide data. This fuse is written for future bad actors.
